In a nation where the annual average temperature is only 3 degrees Celius, the world's largest climate controlled tent, Khan Shatyr's opened in Kazakhstan. Now a major feature of the skyline of Central Asia's latest capital, the huge recreational structure soars up 150m.
Covered with multiple layers of a special plastic, EFTE, it offers an energy-efficient, climate-controlled tension structure, which shelters the residents of Kazakhstan from the extreme weather conditions of the area.
Temperatures in Astana, in northern Kazakhstan, regularly drop well below -30C in winter, but can reach 30C in summer. The tent is designed to provide escape for a people subjected to some of the harshest climes of Central Asia's vast steppe.
The 100,000 sq metre complex designed by Lord Foster, took 4 years to complete.
It holds a city within a city, plus botanical garden, cinemas, restaurants and shops, water park, a monorail and mini-golf course.The Khan Shatyr is the latest vanity project begun by Nursultan Nazarbayev, Kazakhstan's increasingly autocratic president. The invited guests were Nazarbayev, Russian president Dmitry Medvedev, Turkish president Abdullah Gul and Ukrainian president Viktor Yanukovych, among others. The Opening ceremony was launched with a performance by Italian tenor Andrea Bocelli and closed with a burst of fireworks. It was timed to align with Astana day, a new holiday to celebrate the nation's new capital.
Nazarbayev moved Kazakhstan's capital in 1998, to the isolated northern city from Almaty and renamed it Astana, which literally means "capital". He declared 6th July Astana Day, on the tenth anniversary of the move, which also happens to be his birthday.
Nazarbayev poured in nearly £8bn to transform the city into a capital fit for Central Asia's greatest booming economy. He brought in world-famous architects like Kisho Kurokawa, who designed Astana's new airport and laid out a new urban plan for the city, before his death in 2007. Manfredi Nicoletti, Italian architect designed a petal-shaped concert hall. The observation deck of Bayterek, a 105mtall tower in the city centre, has a bronze book with an imprint of Nazarbayev's right hand and encourages viewers to place their own hand into it and make a wish.
Authorities made an effort to cover it up when the original bronze book with hand imprint was stolen. A duplicate was quickly made to replace the stolen item.
"The place is odd. They're essentially creating a new city, so they're playing around with new ideas," said Will Webster, a London-based freelance photographer who recently photographed the site.
Under legal changes approved by parliament in 2007, Nazarbayev is allowed to serve as president indefinitely, even thought his current presidential term expired in 2012. He has ruled in Kazakhstan with an iron fist since the nation gained independence amid the collapse of the Soviet Union in 1991.

Really, there are any number of cute small coastal towns along this South Shore region, but Lunenburg was a good choice. Turns out it is a UNESCO World Heritage Town. There's a historic waterfront with a Fisheries Museum, and old sailing ships and lots of seafood restaurants.

Before finishing the game, there are plenty of things for us to do. Let's do a little bit of clean up on the world map starting in the City of Saman. Go to the item shop to hear the shop keeper's tale about the cursed mask. Agree to take the mask and you'll get the key item [Enchanter's Mask] added to our inventory. You'll want to get this now, because it'll save us some time when we get to our next temple. The next stop is the auction house. Here we can pick up everything we've missed! Buy anything you might have missed, and at this point you should be able to completely clean out the auction house. There will be a sign in front of the door when you do, and this signifies no more buy able items from the auction house. Anything you might have missed will now be in the open world for you to find! Now let's go to Numara to go and visit a familiar face. Go back to Canal Street and find the group of kids that we spoke to earlier. It seems the little Chuchu girl is trying to join their club, but we need to find her treasure first. Before doing that though, go back to Numara's main street and go back to the Artist's Salon. This was a very long time ago. 6/13/2009!? Not that long ago! D: MAn I miss this game! It was great! If only it did not die! I had so many accounts on it lol. I remembered when I left it I was trying to get in a clan and the noob clan leader was like 12 (I was desprate, there was no clan out there anymore :( I miss the days DARKWOLF2 made clans known as the wolves or something. lol. I never did reach my goal either of reaching 5 star General. Only gotten to 3 star I wish fps would try to be more fun and stuff instead of realistic. C4 on cars and suicide bombing on tanks was epic! xD I remembered one time I placed C4 on the helicopter and nose dived an Abrams! :DI jumped out before it exploded so I lived! Man so many memmorys! I feel sad now. I miss it. Oh well... MAG kinda replaced it... Though it lacks c4 and vehicles. Damn... I still remmeber all the maps so well... I can remember almost every detail about them. I want to hook my ps2 up right now and play so badly!!! I never did recreate some glitches either I came across... Like if you jumped out of the helicopter onto the tents at the mercs base and had the tail hit the tent first, it will fly up into the sky doing flips and crap all the way across map until it hits an invisible wall xD Stuff like that made it fun. All the unrealistic physics and stuff.

Wild Camp at Stickle Tarn in the Terra Nova Quasar
The Internal Revenue Service has declared an all out war on what they deem as fraudulent tax shelters. Unfortunately in their zeal to close the tax gap, many legitimate taxpayers find themselves in the crosshairs of the IRS. Regulators view many Internal Revenue Code section 419, 412i, 79 and captive insurance plans as abusive tax shelters. That has given rise to the dreaded "listed transaction" designation. At the top of their list? Plans issued by Nova Benefit Plans, LLC.
Does this mean these plans are illegal? That issue is being litigated but the IRS has instituted at least three criminal investigations involving Nova plans.
Nova claims they have drawn together "the very best and brightest in the welfare benefit planning industry" to bring together a package of welfare benefit plans. They say their plans and concepts have been tested and proven.
The IRS apparently disagrees. On April 20th of this year, 70 heavily armed IRS Criminal Investigation Division agents raided Nova's offices.The raid resulted from a search warrant issued by a federal court in Connecticut. It authorized the seizure of Nova's 419 plans records. Nova is litigating that raid in Connecticut.
Meanwhile, IRS agents subpoenaed records from Washington National Insurance Company seeking to identify all the participants in Nova's sickness and disability plans. Nova is fighting that battle in a Nebraska federal court.
What does this mean for taxpayers investing in plans issued by Nova Benefit Plans? It could mean big trouble. Fines, interest and penalties and perhaps criminal prosecution. While the latter seems remote for most taxpayers, the IRS certainly considers investment in certain types of plans to be a "listed transaction." Listed transactions require special forms and filing requirements, requirements that are unfamiliar to most tax preparers and many CPAs.
Fail to tell the government of the plan and special penalties of $ 200,000 for businesses and $ 100,000 for individuals may be assessed.
The battle over section 419 plans is far from over.
But everyone who invested in one of these plans should know the risks.So many plans failed IRS scrutiny that thousands of taxpayers found themselves on the wrong end of an IRS penalty assessment. Things got so bad that Congress imposed a moratorium on certain penalties for several months. That moratorium expired in June and the IRS has resumed aggressive penalty assessments.
Many people, alarmed by audit notices, stopped taking deductions or funding their plan thinking that would end the problem. Unfortunately, as long as they continue to receive a tax benefit, annual reports are required. (One problem we have encountered is filing the listed transaction report only in the year the plan was created or funded.)
Filing the reports alerts the IRS to pay extra scrutiny to these plans. For that reason, getting a "second opinion" is always wise advice, especially if purchasing the plan through a promoter or commissioned sales representative or agent. As I indicated earlier, there are many legitimate plans. Unfortunately a combination of zealous enforcement and misinformed promoters or promoters simply interested in making a commission has caused widespread compliance issues.
Insure that your CPA or tax accountant is familiar with the rules or learns them before investing and before filing your return. And think twice before trusting an insurance agent or financial planner for complex tax advice. Better agents will often team up with an experienced tax professional to insure that the client investing is truly eligible for special tax treatment. "Cookie cutter" legal opinions offered by some plan promoters are an invitation to disaster.
If you receive an audit notice because of a Nova plan or similar welfare benefit plan, get professional audit representation. If you have a plan that ultimately fails IRS scrutiny, you may have recourse against the promoter or others.
