Talk to him to buy supplies and register the shop for future use (the last part happens automatically). He can also be found in Balamb Garden later on. At Floor 10, a guy will challenge you at cards and give you a Character Report if you win and if you already have a Battle Meter. The prison is the only place where you'll get that but you will have 2 chances to do so. One with Zell as the leader and one with Squall. Since the guy charges you money to play with him make sure you have at least 300 Gil (lol). At the impossible event of you not having any Gil left, just go back to Man from Garden and sell some stuff. Here's a layout of the prison and what lies behind each door on each floor.
